The fact that this neighbor was able to so nonchalantly tell you that they were going to throw the cat out… we didn't need to hear anything else about them to know exactly the kind of people that they are. They should have been ashamed of themselves for so much as considering it, let alone bragging to people about how they are going to do it. You saved this cat when you took him in. Either way, whether outside as a stray cat, or inside with this neighbor, it would have been bad for him. He is where he actually belongs now.

Honestly, the only thing that we can say here is that we wish people who don't actually want cats - who don't want to take care of them, don't want to love them, don't want to deal with the difficulties that do arise when having them - would stop adopting them. If you don't want a cat, don't get a cat. If you do, you will suffer from it, and even worse, the cat will suffer too. Cats can tell when they are loved and cared for. That, too, influences their behavior. You treat them badly, and they will hiss back.
